Do you have to do one colour at a time? No you could apply all your colour dry and then add water.
Can I apply the pencil to a wet page? Yes you can however this is a little harder to control so it’s worth practicing as sometimes you can be left with a mark which doesn’t blend.
Can I blend my colours? Yes you can overlay colours and when you add the water they will blend and you can add more pencil colour over the top once it’s dry.
The best thing to do is just give it a try and see what works for you ✏️✏️✏️✏️
